Jessie Gale won it for City in the 99th minute in their final home game of the season.
Beth Lumsden gave Newcastle the lead, but goals from Rio Hardy and Gale either side of half time saw City take all three points with a 2-1 win.
Charlotte Healy made two changes to her team ahead of the final game at Ashton Gate of the season, with Lauren Brzykcy and Marine Dafeur restored to the starting XI.
Issi Hebard made the bench after a lengthy spell on the sidelines with injury.
City made the first real opening of the contest inside two minutes when Lexi Lloyd-Smith curled narrowly wide from just outside the box.
Brzykcy was then called into action, comfortably keeping hold of Jordan Nobbs’ effort despite a deflection.
The visitors went in front when Nobbs’ touch fell into the path of Lumsden, who gave Brzykcy no chance, firing into the top corner.
Emily Murphy’s effort was blocked for a corner, and from the resulting set piece, Freya Gregory tried her luck from range but her strike sailed just wide.
City found an equaliser just before the break when Ella Powell’s ball over the top found Rio Hardy, who slotted into the bottom corner with aplomb.
Just after the interval, Hardy’s cross from the left was met by Dafeur but she wasn't able to get enough of a connection on it to trouble the Newcastle ‘keeper.
Lumsden had a golden opportunity to get her and Newcastle’s second of the game, firing over as Brzykcy closed in.
Emily Syme set Lloyd-Smith free on the left-hand side, and she attempted to square it for Hardy, but Anna Tamminen did well to collect it.
Brzykcy pulled off a remarkable save down to her right to deny Lamsden from close range.
Lloyd-Smith was presented with a great opportunity but could only fire straight at Tamminen, who did well to close down the angle.
City were somehow denied the lead when Syme and substitute Maria Farrugia were both denied from point blank range as Newcastle threw their bodies on the line.
Lloyd-Smith was again involved when she did well to beat her marker before her pinpoint delivery looked certain to be finished by Gale, but the Arsenal loanee could only head wide.
City got their reward with the final kick of the game when Gale fired home after a goalmouth scramble.
