The 23-year-old found the net five times, including stunners against Southampton and Charlton Athletic, as well as chalking up three assists in her 22 appearances last season.
Morgan joined the Bristol City Academy in 2015 and spent three years in the South West before joining Cardiff City in 2018. She spent a season with both Coventry United and Crystal Palace before returning to the Robins in 2021.
The speedster has been capped 24 times for Wales.
She said: "Signing a new deal was an easy decision for me.
"Since returning to Bristol City two years ago I’ve thoroughly enjoyed my football and feel like I’ve developed really well as a player which is so important.
"Winning the Championship title was an incredible moment for everyone involved and we want to carry that feeling into next season because we know it will be a real challenge, and one I'm really excited for."
Head Coach Lauren Smith added: "We're delighted to have Ffion on board for another two seasons. She's an electric player and showed last season how important she is to the team with some crucial contributions in the biggest games."
