Abi Harrison netted her 11th of the season as her instinctive half-volley found the back of the 17th minute.
City had a few chances to put more past Blackburn but Harrison's goal was all that was needed to seal their first three points of 2022.
Speaking to Robins TV, Harrison said: "We showed a different side to us as we had to win in a dirty match and when you're 1-0 up you always let the other team have a sniff at it.
"Myself and a lot of the girls could have scored more today but at the end of the day it's three points.It feels like a gritty win but sometimes you have to win ugly and we showed girt and determination to do that."
Speaking on netting her 11th goal of the season, she added: "It helped the team get three points and it's another goal, so I'm happy."
